AMSTERDAM (AP) — The Dutch government said Friday it would move to classify high-potency marijuana alongside hard drugs such as cocaine and ecstasy, the latest step in the country’s ongoing reversal of its famed tolerance policies.
The decision means most of the cannabis now sold in the Netherlands’ weed cafes would have to be replaced by milder variants. But skeptics said the move would be difficult to enforce, and that it could simply lead many users to smoke more of the less potent weed.

The ongoing Dutch crackdown on marijuana is part of a decade-long rethink of liberalism in general that has seen a third of the windows in Amsterdam’s famed prostitution district shuttered and led the Netherlands to adopt some of the toughest immigration rules in Europe.
The number of licensed marijuana cafes has been reduced, and earlier this year the government announced plans to ban tourists from buying weed. That has been resisted by the city of Amsterdam, where the marijuana cafes known euphemistically as “coffee shops” are a major tourist draw.

But Gerrit-Jan ten Bloomendal, spokesman for the Platform of Cannabis Businesses in the Netherlands, said implementing the plan would be difficult “if not impossible.”
“How are we going to know whether a given batch exceeds 15 percent THC? For that matter, how would health inspectors know?” he said. He predicted a black market will develop for highly potent weed.

Last week’s annual conference of the World Association for Public Opinion Research (WAPOR), hosted by the University of Amsterdam, was memorable for us from Social Weather Stations.
Tourists will find that prostitution is legal; the formally-named Red Light District is well-marked on street signs.  Starter kits for growing cannabis are on sale in the flower market.  Museums told us that Rembrandt was a well-paid celebrity, whereas poverty-stricken Van Gogh was dead by suicide at 37.  I missed the tour by canal, alas, so that I could do last week’s column.
The welcome reception was held at the historic Oost-Indisch Huis (East India House) of the Dutch East India Company, established in 1602.  The company was located here until its bankruptcy in 1798, when it passed to the Dutch government.  I think that Multatuli (pseudonym), author of the 1860 best-seller “Max Havelaar” that inspired Jose Rizal, according to John Nery, and fueled the movement that eventually ended Dutch colonial rule in Indonesia, must have been here, since he had been an employee of the colonial service.

A report on IrishTimes.com says that not only has an unofficial red-light district popped up at Schiphol Airport in Amsterdam, but also that Dutch police have no plans to do anything about it. While prostitution is legal in the Netherlands, what is happening at the airport is illegal because it is unregulated. An investigation revealed that women, mostly from Eastern Europe, have been taking advantage of cheap airfare to the Netherlands and meeting with clients in the international transit area of the airport, so that they can avoid going through as many customs or security checks. Some of these women apparently make the trip every day.

The Amsterdam Prostitutes Association supports the business at the airport so long as there are no cases of human trafficking. “We do have a problem if they are being forced to work there by a pimp,” said a spokesperson for the organization, citing prostitution under duress as a huge problem in the region. Dutch police say they will not interfere unless they begin to receive complaints.
